Automatic Claiming upon Status Change #82

If a work order is unclaimed, and someone changes the status from "Open, 
unassigned" to something else other than, "Closed, duplicate", prompt the user, 
"Would you like to claim this work order for [Org Name]? [Yes] [No]"

If no, then the work order remains unclaimed. If yes, the work order is claimed 
for the organization.

If a work order is CLAIMED, and someone changes the status from "Open, 
unassigned" to something else, then there is no prompt, even if the person 
changing the status is from an organization other than the one that claimed it.

I suggest this be implemented after issue 139 and and issue 134 (or as part 
of), as they will change the site of the behaviour referred to here.

Error. I changed the status on the InfoBox. Claiming did not appear to take 
effect.

The changes for phases (issue 139) replace the code for this so will have test 
again after issue 139.
