Check-out/ Claim checkbox does not work #86

When entering a work order, the user has the option to "Check Out" or claim the 
work order on behalf of their organization.  There have been reports that this 
button does not work.

This bug has been confirmed in the sandbox.  The "Claim for [Org Name]" 
checkbox has no effect.

This is how should it be:

. The check box should work as follows:

If it is checked, the claiming organization will change to the current 
organization when it is saved. Otherwise, no change is made.

If it is already claimed by another organization or unclaimed, then the box 
will default to unchecked.
