Add Login Box on /map for Unauthenticated User #90

I received several panicked calls from team leaders this morning who could not 
log in.  They interface through /map.  The new aggregated data points on the 
authenticated version of /map do NOT display on the public version.  Therefore, 
the unauthenticated version of /map displays no information.

Please add the navigation bar to the public version of /map, or at least a "Log 
In" link.

I see that authentication is now required on /map by default.  While this is 
OK, I'd prefer to keep a public version of the map online, with the personal 
information unavailable.
