Automatic Claiming upon Entry #98

I have received reports that work orders are automatically being claimed on 
behalf of the organizations entering the work order.

When I check out the database, it appears that's the case, but I hesitate to 
test it out with fake data, because I don't want fake data in the live database.

This is a big deal because it may mean that these work orders are being ignored 
by other organizations.

You can always test with sandy-helping-hands.appspot.com, the dev instance.
I just ran such a test, and it didn't automatically claim it.

OK. Cool.
This argues for future validation- when an organization starts, they should 
indicate what type of work they do: Intake, Demolition, or Rebuilding (or all 
of the above).  If they do intake only, then they should get a warning, "Are 
you sure you want to do that?"
...but that is the subject for another ticket.
