Not able to apply patch to slinkee or nugget generated from unicode system

What steps will reproduce the problem?
1. export object
2. commit slinkee to repository
3. create patch
4. try to apply patch

What is the expected output? What do you see instead?
- during patch, only differences should be compared, instead the whole file
shows as different

Please use labels and text to provide additional information.
- In a unicode system, when the file is downloaded to the local machine as
binary, subversion cannot view file as text

files now downloaded as data/ascii instead of binary.  Issue fixed in 1.3
