911 not working #320

What steps will reproduce the problem?
1. dialed 911

What is the expected output? What do you see instead?
instead of getting the dial screen after dialing 911, the phone gave a
black screen and a few seconds after in the call, the phone rebooted
itself, no other calls do this.

What build are you using? Do you have apps-on-sd? What radio? Did you wipe
after flashing (yes if you are on an auto-wipe build)?
Using ADP1.5Hr3-a2sd-signed, ota-radio-2.22.19.23, wipe after flashing.

Please provide any additional information below.
After dialing 911 the phone reboots

There is a later radio firmware...
