Currently it is impossible to easily change emoticons used by board #194

Currently EMOTICONS_ROOT is hardcoded in renderers.py which sets
EMOTICONS_ROOT in bbcode.py - I have no idea why it is done this way.
My proposal is to clean this code and add SPH_SETTING: board_emoticons_root. 
Patch attached.
