Change name of HTML file produced by segtools #8

I don't think the html file created by segtools should be named index.html.  
This prevents the user from browsing the directory directly through a web 
browser.  I suggest something like "segtools-report.html".  Also, the naming 
should be documented, and there should probably be an option to specify an 
alternate name if the user so desires.

This is already provided and clarified in the --help text for 
segtools-html-report. The --outfile (-o) flag is the one you want. I think 
index.html is a reasonable default, but you can always change it. The default 
is specified in the --help text.
