One issue with Google Apps for educational institutions is not being able to
monitor student content inside of Google Docs. The only way to access user
created documents are if they share that document with a teacher. This feature
gives specified administrators/users the ability to login as a different user
to then view their content. Security, access logging, etc. need to be
thoroughly thought out as it could be a big security risk.
More research is needed for this feature. I'm not sure what the process will
look like when trying to initiate a SAML request from an admin page. Rough idea
is that the admin would login to an admin console page (googleapps/admin) and
be presented with a list of possible users to login as. Then, somehow, start
the SAML request with Google Apps and generate a response as the other user.
