Revert RetentionPolicy of @Model and @Attribute #73

Slim3 1.0.7 changed RetentionPolicy of @Model and @Attribute from RUNTIME to 
SOURCE, because Slim3 does not need to read annotations at runtime.
But some tools did not work in the aftermath.

Slim3 1.0.8 reverts RetentionPolicy of @Model and @Attribute.
