FOREIGN KEY seems not work

What steps will reproduce the problem?
1.Create two Tables both with primary key, and one Table
  with Foreign key referencing the Other
2. view table definition with an jdbc driver 
  (you will not see Foreign key definition)
3. try to insert an invalid key will work

What is the expected output? What do you see instead?
an Exception, that foreign key constraint was violated.

What version of the product are you using? On what operating system?
sqljet.1.0.3.b914.zip

Please provide any additional information below.
