Better instructions for installing Mapserver #1

What steps will reproduce the problem?
1. Follow instructions in PREREQUISITES
2. Follow instructions in INSTALL
3. Attempt to view sample track data with the query request

What is the expected output? What do you see instead?
Expect to see a track o the map, but instead seeing errors related to 
Mapserver. 

Please use labels and text to provide additional information.

mikegodin99 (as student@localhost.localdomain) added additional instructions in 
PREREQUISTITES to install the mapserver dependencies with yum, which is much 
easier than installing from source.
