URLs not showing properly in Measured Parameter Data Access #32

What steps will reproduce the problem?
1. Select a Measured Parameter (e.g. temperature) from a STOQS database such as 
http://odss.mbari.org/canon/default - click button in Filter & Select for data 
access column
2. Select "Plot Data" radio buttons in the Measured Parameter section
3. Open Measured Parameter Data Access and observe the URL text in the kml tab

What is the expected output? What do you see instead?

I expect to see settings for just the Parameter selected for data access. 
Instead limits are being set for the Plot Data parameter.  Sometimes the base 
URL is not properly set and the text "Select a single Parameter to view your 
selection in Google Earth" is used instead. This seems to be related to whether 
the data are selected for showing on the map or not.
