Strange expando <div> and accordion behavior

1. Click on the Parameter Values section and sometimes the histogram plots grow 
in size towards the right. This expando <div> problem has also been seen in the 
Parameter-Parameter 3D plot.

2. Click on either the Spatial or Temporal section to collapse it. In Chrome 
(Mac Version 34.0.1847.131) and Firefox (Mac Version 29) these sections will 
collapse and reopen; click it 2 more times and it will stay collapsed. This 
problem does not appear in Safari Version 7.0.3 (9537.75.14). Also, earlier 
versions of Chrome and Firefox did not have this problem.

These are both CSS-type issues that may be related to Bootstrap. STOQS 
currently uses Bootstrap Version 2.01. Perhaps an upgrade to Version 3 will 
help these problems go away...

These errors may not be connected. #1 is random and hard to repeat. #2 is 
repeatable and may be related to timing related to the AJAX request.
