Internet Explorer 11 -- STOQS does not display correctly #51

What steps will reproduce the problem?
1. Run Internet Explorer 11 (or 10) on a Windows 7 PC
2. browse to odss.mbari.org
3. select STOQS, then select a campaign

What is the expected output? What do you see instead?
Expect to see normal display of all subwindows, as one does in Chrome or 
Firefox. Instead, only see text, no graphics.

What version of the product are you using? On what operating system?
Interest Explorer 11.0 on Windows 7 PC

Please provide any additional information below.
I have seen this problem with Internet Explorer 10 and 9 as well. The rest of 
ODSS (situational awareness, etc) all display fine on Internet Explorer 11. 
Only STOQS does not display correctly.

Danelle and Duane had occasion to try to demonstrate ODSS and STOQS to a 
project team, who are Windows focused, with a Windows 7 computer driving the 
presentation monitor (over HDMI, no less). Everything was working fine until we 
tried to display STOQS. We were bandwidth and time constrained, so we did not 
launch another browser, so that team never saw STOQS. It is a big limitation to 
tell all the Windows users that they cannot use their standard browser if they 
want to use the STOQS user interface...

0871a076 address some errors seen in IE8 F12 developer tools. Those changes 
were pulled onto the odss server yesterday. Please comment if problems remain.

working in IE11:
