Limited Finalized omr question editing

It would be nice if finalized omr questions could be edited in limited 
capacity. For example adding benchmarks.

Calli can you verify my changes won't break anything? I set it to allow edits 
in all fields except adding or removing questions and answers. For example you 
can edit point values on anything, but you cannot add an answer nor re-order 
anything. I suppose this wouldn't stop someone from copy pasting things to 
change the order. Type has also been disabled as it changes the number of 
answers. I'll commit to git tonight.

As long as they don't change point values after scanning answer sheets in, it 
will be fine. the "omr_answer" table has points possible that pulls from the 
"omr_question" when an answer sheet is scanned in.
