Edit student should validate reason left and inactive #274

It's very easy for a registrar to submit non normalized data about student's 
who are inactive. 

Validation:
- Student cannot be active and have a (reason left or date left)

Helpers:
- If student is marked inactive, a warning should come up asking if they should 
have a read left and date left. There are options on how the UI could be done. 
Maybe date is automatically set to today when inactive is checked.
