Unexpected "Not authorized" #352

What steps will reproduce the problem?
1. Make user in Auth->User
2. Give user Staff status
3. Give user "teacher" group membership
4. Observe that access to /admin works
5. Try bare domain (e.g. sis.cristoreyny.org)

What is the expected output? What do you see instead?
The admin interface. "Not authorized"

Workaround (on CRNY instance): grant "faculty" membership
