how so?

The import tool updates if a unique key is entered. So if you entered bsantiago 
it would assume you want to update that record.

should've said: importing new students does not check username availability 
properly and "updates" (overwrites) staff.

look at the test case. i don't want to post peoples' names here, and i can't 
demonstrate the bug with the relevant data blurred out.
