Can IPTC info be encoded in Exif data in JPEG #26

In Tiff files, IPTC data is stored in the IFD structure in the Tiff IFD at
tag 33732. In JPEG, it is stored in a Photoshop segment (segment 13). The
JPEG loader tries to read this info not only form the Photoshop segment,
but also from the Exif structure. Is this valid? Or is IPTC info never
stored there in JPEG?
