Moderation Queue - Art #264

This will be a major shift for the site.

When a user submits any art, it will not be shown automatically for the game.  
Instead, it will go into a moderation queue and will need to be approved by a 
moderator before it will show up for a game or be able to be scraped.  The art 
will have to meet specified requirements for quality and size.

This process will eliminate image duplicates as well as poor art quality on the 
site.

A moderation queue will need to be built and only accessed by moderators.  This 
queue should list all items that are awaiting approval.  Once the item is 
approved by a moderator, the image will be visible on the game page.  The List 
of items that need approval should list the submitter, date, image type, and 
resolution.  The items should be separated by type and you should be able to 
sort them just like any list on the site.

This process will require additional documentation so that our  users aren't 
confused.  All documentation relating to image uploads will need to be updated.

Here are some screenshots of the process they use on Fanart.tv.

First the user goes to a page, in this case, it's a music artist.  We can 
imagine this being a game page though.  They click an upload button next to the 
media type they want to add.  For our purposes, this would most likely be an 
upload button that says something like "Upload Art", and would be for all art 
types relating to this game.

An upload dialog appears and they choose what files they would like to add and 
then click upload.  For us it would be something similar, but would have image 
types that suit our purposes.
This is the end of the users interaction.

The images they submit get posted into the Moderation Queue.  In this area, 
moderators can see pending images or requests.  They can approve or deny 
images, along with sending a message to the user about the image that was added.

Certain image types (box art) need to have only one image per game entry, so 
this will prevent multiple images from being uploaded for that type.
