tovid svn-r2777: "-normalize" not allowed with "-vcd" #91

There doesn't seem to be any valid reason for this restriction with the
current svn code.  I used tovid, with the "-ffmpeg" option, to create a
compliant vcd mpg file.  Then I used postproc, which now uses ffmpeg, to
normalize the audio in this same file.  It had no issues whatsoever in
creating a proper output file with normalized audio.  My guess is that, in
the past, there was good reason not to allow "-normalize" with "-vcd", but
there doesn't seem to be one now.

Since the makevcd script has been removed from tovid, I am retiring this issue.
