Featured and Urgent links are not working #99

What steps will reproduce the problem?
1. Log in (you can use user: opera and pass: 12345)
2. go to: https://test.tradiechoice.com/index.php/project/create#
3. Check Featured and Urgent links

What is the expected output? What do you see instead?

The links are not working

these should not be links, but be hover for more information.
remove the underline and expland them horizontally

expand width.

unfortunately the tooltip is out of the screen. perhaps changing position more 
to the left. 

Also urgent tooltip appears on two lines without its border.
