Configure watch-dir and watch-dir-enable parameters from client #340

It would be useful if the remote client could configure the ability to watch a 
directory for new torrent files and initiate the torrent automatically.

There would be two desired modes:

1. Configure the watched directory on the Transmission server and use the 
watch-dir and watch-dir-enable parameters.

2. Watch a folder locally on the machine running the remote client then upload 
the torrent file to the host.
