Whenever you change languages, a message should pop up telling you to restart #129

Because language setting changes only take effect on VisiGraph's start, a 
message dialog should be displayed to let the user know that the setting did 
'take' but requires they restart VisiGraph.  Otherwise they will probably be 
left wondering why the heck the language didn't change.
