[SHOP] Some Boosters (randomly) don't have Rare cards #383

Since version 0.11, very frequently, If I buy a "regular" booster (for
example 10E), there is a high chance that I get only 14 cards in the
booster, with no rare. This is not a huge bug, but considering the recently
increased price of boosters, this feels quite unfair.

I think I got a 15-card booster with only 13 cards in it at one point, possibly 
because it omitted the rare and some sort of uncommon?

Hopefully fixed in r2210. I've got a unit test I'll commit once I've cleaned it 
up (monday, when I'm back home) that helped me narrow down on the issue here.
