(Bindings) Pressing a key once activates it twice

Several users reported that if they press for example the "left" button, the 
engine will go twice to the left.

Investigation has shown that the bindings for each key are written twice in the 
binding file for some reason.
This seems to happen mostly to people who overwrote a previous version of Wagic 
with a new one.

I believe r3761 fixes this. I confirmed it fixes the problem on XP (SDL) at 
least

As mentioned, this fixes the root cause of the problem, but if people ended up 
with a double binding previously, this will not magically fix it, they need to 
manually fix the issue. What the fix does is not making the problem happen in 
the first place

reopening. I tested, and this makes things worse on the PSP, where basically 
the default install gets double key bindings
