原appid中已存在旧版或其他文件的话，当然你可以新建appid，�
��果不想新建，先不要上传文件
先到 https://appengine.google.com/ 点击要使用的appid
在appid页面左侧点击Versions 这里会列出已有的Versions 
在upload.bat上传里先设置新的Versions 
上传完了再去appid页面左侧点击Versions，选新的版本点make 
default
完

我明白此事。
我的解决办法是
禁用旧的应用程序，再删掉，再创建新的
