adding tags or at least some nachor for tags

Before putting webm video to the web they should be produced. On a production 
system user should be able sort files in some ways. Tags is one of this 
options, but it need to change the file. Other option will be to use some uuid, 
it has some advantages:
- it is clearly defined, and do not need any fancy parser.
- it has limited length
- even after file name was changed uuid stay the same.
- no problems with charset.

I prefer to have both options, just in case. But if, for some reasons tags will 
be not accepted, uuid should be.

We are currently selecting a technology for supporting metadata in WebM, either 
XMP or Matroska tags.
