What steps will reproduce the problem?
From d.b.mcgrew
"it would be nice to support the removal of groups that you no longer need."

What is the expected output? What do you see instead?
Edit group, allow permanent delete with a warning that group will be removed 
from existing users, template permissions, and password permissions.

What version of the product are you using? On what operating system?
1.2.1
