Custom Field Description Style Tweak #479

What functionality do you want to see?

A basic style tweak for custom field descriptions when they are displayed in 
the editor. Adding a slight top margin and changing the text color to a lighter 
gray will better indicate to users that this is supplemental information 
related to the field, rather than a part of the input process.

Please provide any additional information below.

Add the following CSS properties to line 18 of manager.css.
  margin-top: 3px;
  color: #999;
