When a tool is disabled, it appears 'broken' in the front end #113

1. make a workflow with a tool
2. disable the tool (enabled=False)
3. look at the workflow or reuse it

You end up with a red marked tool ebcause the request returns 404 not found.

What should happen is something more indicative of 'disabled'
