Add facility to remove workflow #125

Add a web service call to remove a workflow, perhaps with some control over 
whether it cleans the filesystem as well.

Should it also support qdel or similar to remove running jobs?

User requested use case:

1. Select a completed job in the jobs tab 
2. Click a delete button ... 
   which would give a warning and ask you to click OK if you want to continue
3. Then delete the reference and output files associated with the selected job
