Local Exec is running commands while in /usr/bin #147

What steps will reproduce the problem?
1. create a tool that outputs a file (ex. dd with if and of arguments)
2. Run a workflow with a dd job in it

What is the expected output? What do you see instead?

Backend will fail with permission denied error. It can't create the output file 
because it is running the command while PWD is /usr/bin
