Logging of file upload progress #160

Some installations are reporting upload problems.

Please ensure that we have appropriate logging at fe/admin so we can see 
uploads are being handled to completion by these components. Something like, 
reporting the total number of bytes handled in a given upload.

The following is logged in both FE and ADMIN at INFO level.

Streaming through of file FILENAME has been completed. SIZE bytes have been 
transferred.
