Provide some feedback in Syslog table when no inputs found #164

Currently if a job produces no files that match the next job's inputs then the 
next job will raise an exception on walk.

Exception raised in workflow::walk

We need to also report to Syslog for the task so it is apparent what has 
happened without chasing down the email error.

Not possible to add to task at this point because oftentimes tasks are not 
created when this error raised. Have added further logging to make this easier 
to see.
