FE displays erred workflow as running if worflow erred in build() phase #175

What steps will reproduce the problem?
1. Create a Workflow with some jobs and make it fail in the build() phase (an 
assert False in build() will do)

What is the expected output? What do you see instead?

Worflow is displayed with Red Exclamation mark in FE, but when you select it on 
the right it says that Worflow is running and waiting for completion and 
spinner is spinning and spinning.
