Separation of qsub permanent and qsub temporary errors #178

What steps will reproduce the problem?
1. setup qsub so that there is a queue problem
2. submit job
3. job constantly resubmits over and over and fails.

What is the expected output? What do you see instead?
Should report error. Tries and retries for hours.

Fixed with RetryController code.
