Admin line in Backend conf requires trailing slash #211

This line in yabi.conf:

admin: http://127.0.0.1:8000/

Requires a trailing slash. If it does not have one the host key code tries 
/yabiws/hostkeys not /yabi/ws/hostkeys. We need to make this more robust. Other 
calls such as those for tasks seem unaffected by lack of slash.
