Distinguishing mandatory, common and rare parameters

Some tools have parameters that are very often used, but not mandatory. 
However, currently all non-mandatory options are grouped together and hidden by 
default. This is awkward for tools that have a few commonly used options, and 
many rare options that most users will typically never use.

Would it be possible to denote 'common' parameters, (perhaps via a 'common' 
tickbox when configuring tools). And then display these by default in some way.

This seems like a good idea but would have changes through admin out to front 
end, including the export and add tool functionality.
