Parameter order in interface #60

Parameters are currently displayed in the interface in the order they're 
entered into the tool configuration page. As far as I can tell the order cannot 
be easily altered once set. This can be awkward for some of the tools with more 
options if one adds/removes options later. 

It would be nice if there was some way of shuffling the order of appearance of 
the options after addition.

Somewhat related to issue 58 
(http://code.google.com/p/yabi/issues/detail?id=58), in that it should be a way 
of presenting the most relevant options obviously to the user.
