Detailed tool descriptions with markup #62

The current tool description (as displayed when tool is selected in left panel) 
only really suits single-sentance descriptions, and doesn't allow links (as far 
as I can tell). 

So, for users potentially unfarmiliar with the tools, it would be very useful 
to be able to:
1) Have somewhere to provide a more detailed description of the tool. Most of 
the time this could be provided by a link to the tools website, but we may need 
to be able to describe abridged tools or custom utilities.
2) Allow hyperlinks (mainly to tools' websites). Perhaps via some basic markup 
in the detailed description.
