Unticked 'enabled' doesn't disable a tool #75

I tried to disable tool 'cptest' by unticking the 'enabled' box, but it is 
still present in frontend.

Very low priority, as the functionality is provided by toolgroups, unless I've 
misinterpreted the option (Remove tickbox? :) )

Will still take a few mins for change to take effect as menu is memcached.
