Walltime field should be in one unit of time #77

What steps will reproduce the problem?
1. Different backends take walltime in different units ie seconds vs minutes vs 
hours
2. Backend walltime field should accept sec or mins
3. Backend should convert that to what the correct format ie format for PBSPro
