Add consume all input files parameter for tool #80

We need to not only 'batch_on_param' and consume incoming file sets in batch 
jobs, but we also need to take those incoming filesets and consume them all on 
one tool, passed in as a string of post-switch arguments. This is for tools 
such as 'cat'
