Add yabi.conf to project #84

We need a working yabi.conf to be added to yabibe. This needs to be updated 
from existing versions to strip out all unnecessary settings.

Please make the location the BE looks for the conf file override-able on the 
command line so we can get fab backend to use a copy in the local directory for 
out-of-box use.

Please make sure that you can define in the yabi.conf the location of any local 
directories that yabibe needs to run (such as 'run' etc)

default yabi conf used before user supplied one.
can specify the exact file to use with YABICONF environment variable.

eg:

(virt_yabi-be-twisted)[cwellington@faramir yabi-be-twisted]$ 
YABICONF=./conf/yabi_defaults.conf fab backend 

or:

(virt_yabi-be-twisted)[cwellington@faramir yabi-be-twisted]$ 
YABICONF=./conf/yabi_defaults.conf twistd -noy server.py --logfile=-
