backend-credential submission script not used #97

Hi,

It appears that submission script templates set in the the backend-credential 
will not be used
ie.
1) Set Backend-credential + backend template : Uses backend submission script 
(Expect backend-credential to override backend).
2) Set Backend-credential + NO backend template: No submission script error
