v4.0.1.2232, Perform action before reaching is not work #463

What steps will reproduce the problem?
1. add mspaint.exe in win7 x64 at C:\Windows\SysWOW64\mspaint.exe 
2. Perform action before reaching is checked
3. capture active screen
4. the mspaint doesn't load

What is the expected output? What do you see instead?
mspaint will be loaded.  see nothing happened to the action

What version of the product are you using? On what operating system?
Copy text from Debug tab
v4.0.1.2232, win7 x64

Please provide any additional information below.

I have a funny feeling that mspaint is not checked in Actions?

the whole tabPage is disabled meaning that Perform action before reaching is 
not checked?

I have had it checked in the stable version.  But after installing the this 
4.0.4, the Perform action before reaching is unchecked.  Now I checked it 
http://i52.tinypic.com/2mgumf5.png.  When I use hotkey to capture a screen, the 
mspaint isn't loaded.  When I right mouse click a picture to Upload using 
ZScreen, an error popup http://i54.tinypic.com/4qfwp.png and the mspaint is 
loaded with the picture.

BTW, it reacts slow during Upload using ZScreen.

I have exactly the same issue
Since v4.0, mspaint does not start after screenshot made.
I'm sure the settings are correct. I'm running Win7 x64 too

Now I roll back to v3.27 and mspaint works as expected.
