Update dependencies #16

This pull request updates the dependencies to the currently newest versions of dm_control (1.0.9) and the corresponding MuJoCo release (2.3.1.post1). It also allows to build packages for Python 3.10, which is the system interpreter for the current Ubuntu LTS (22.04).

Thanks for this PR, I'll see if it causes problems internally - last time I tried to upgrade the dm_control version I ran in into race conditions on test shutdown.

I've submitted this to the internal mirror of the codebase and will push that out to github and PyPI in the near future.
