New magnetic shear formula based directly on iota.

Leads to O(1e-2) Te, Ti differences for tests dependent on magnetic shear (i.e. using CGM or QLKNN).

Also set test_ne_qlknn_defromchie to use predictor_corrector to avoid a numerical instability
